Transgender Individuals Shot, DC Responds With Decreased Victims
Services

Gray Administration Slashes Services Despite 300 percent Increase in
Violence

Two transgender women and man were shot last night, adding to the 300
percent increase in violence against LGBT individuals since 2010, and
exposing the recklessness of Mayor Vincent Gray’s decision to cut victim
services in Washington, D.C. An off-duty Metropolitan Police Officer has been arrested and charged in relation to the incident. At this time, it appears none of injuries sustained are life-threatening. HIPS’ crisis team has mobilized and is providing support to the victims.

Year-to-date, HIPS has provided emergency shelter to six transgender
victims whose crimes occurred after-hours, answered more than 700 calls
from Transgender individuals on our hotline, and recorded more than 60
incidents of violence perpetrated against LGBT individuals – a 300
percent increase from 2010. In August alone, HIPS has responded to three
transgender victims of gun violence and 126 hotline calls between the
hours of 6 p.m. and 9 a.m. In July, Lashay Mclean, a transgender woman,
was brutally murdered in Northeast DC.

“Decreasing victim services is never an option, particularly now when
violence against LGBT individuals is, according to our own date, on the
rise,” said Cyndee Clay, executive director of HIPS. “It doesn’t make
anyone safer-it just leaves people on the street with no access to the
care and services that any and all people deserve. This is an
irresponsible move on the part of Mayor Gray.”

HIPS is calling on:

The District of Columbia to actively address the targeting of
transgender individuals in our city.

The Metropolitan Police Department to pursue investigations
thoroughly, and ensure their officers are trained to appropriately and
respectfully respond to hate crimes and all violence against LGBT
individuals.

The resident of our city to actively work to end hate crimes and
violence against LGBT people, sex workers, and other people who
experience high rates of violence.

HIPS will be participating in a rally tonight at 6pm at 1st
and Pierce St, NW Washington, DC 20001 to honor transgender victims of violence and to shed light on the increase in violence against the transgender community. We invite all those who oppose violence in our city to join us.

The HIPS September 2011 Volunteer Training is coming soon and we are currently accepting applications and registration. For folks who aren’t familiar with the organization, we provide comprehensive mobile outreach, syringe exchange, peer education, and linkage and referral services to sex workers and drug users in the DC community and are committed to a harm reduction philosophy. Thursday, Friday and Saturday nights. Volunteers are the heart and soul of our programming and together donate many hours of outreach each week — meet cool people and contribute to valuable work! Opportunities to volunteer in the office and/or during the daytime also available.

BECAUSE WE’VE HAD ENOUGH!

On January 24th, 2011, a representative of the Toronto Police gave shocking insight into the Force’s view of sexual assault by stating: “women should avoid dressing like sluts in order not to be victimized”.

As the city’s major protective service, the Toronto Police have perpetuated the myth and stereotype of ‘the slut’, and in doing so have failed us. With sexual assault already a significantly under-reported crime, survivors have now been given even less of a reason to go to the Police, for fear that they could be blamed. Being assaulted isn’t about what you wear; it’s not even about sex; but using a pejorative term to rationalize inexcusable behaviour creates an environment in which it’s okay to blame the victim.

Historically, the term ‘slut’ has carried a predominantly negative connotation. Aimed at those who are sexually promiscuous, be it for work or pleasure, it has primarily been women who have suffered under the burden of this label. And whether dished out as a serious indictment of one’s character or merely as a flippant insult, the intent behind the word is always to wound, so we’re taking it back. “Slut” is being re-appropriated.

We are tired of being oppressed by slut-shaming; of being judged by our sexuality and feeling unsafe as a result. Being in charge of our sexual lives should not mean that we are opening ourselves to an expectation of violence, regardless if we participate in sex for pleasure or work. No one should equate enjoying sex with attracting sexual assault.

We are a movement demanding that our voices be heard. We are here to call foul on our Police Force and demand change. We want Toronto Police Services to take serious steps to regain our trust. We want to feel that we will be respected and protected should we ever need them, but more importantly be certain that those charged with our safety have a true understanding of what it is to be a survivor of sexual assault — slut or otherwise.

We are tired of speeches filled with lip service and the apologies that accompany them. What we want is meaningful dialogue and we are doing something about it: WE ARE COMING TOGETHER. Not only as women, but as people from all gender expressions and orientations, all walks of life, levels of employment and education, all races, ages, abilities, and backgrounds, from all points of this city and elsewhere.

We are asking you to join us for SlutWalk, to make a unified statement about sexual assault and victims’ rights and to demand respect for all. You needn’t claim the word slut for yourself; whether a fellow slut or simply an ally, you don’t have to wear your sexual proclivities on your sleeve, we just ask that you come. Any gender-identification, any age. Singles, couples, parents, sisters, brothers, children, friends. Come walk or roll or strut or holler or stomp with us.

Join us in our mission to spread the word that those those who experience sexual assault are not the ones at fault, without exception.
